.CN Autorenew functionality
Approximately one year ago, .CN Domain Registrations were launched in the Third-Level. Until now you have had to renew these domains manually. The official registry NeuLevel Inc. recently announced the "autorenew" functionality for .CN Domains.
Key-Systems too has adopted this autorenew function for .CN Domains, meaning that .CN Domains are automatically renewed unless they have been deleted beforehand. If a .CN Domain is autorenewed, then you still have the possibility of deleting the domain with full refund in a four-day-window.
E.g. A .CN Domain is to expire on December 19th 2003. The Domain is autorenewed on December 19th 2003. As an RSP you can still delete the doamin with refund until December 23rd 2003.
Please note, that in the RRPproxy all Top-Level-Domains are autorenewed with the exception of .WS (WebSite) Domains, which have to be renewed manually. |

Introduction Date for .TW Domain-Registrations
The introduction of .TW as the country code Top-Level-Domain of Taiwan will take place (Registry Notice) on January 19th 2004. We will submit all pre-registrations on January 19th 2004 at 17:00 for Third-Level .TW registrations to the official registry NeuLevel. As of this date customers worldwide will be able to register Domains beneath the following Third-Levels:
- .COM.TW (targetted at commercial companies)
- .ORG.TW (aimed at organizations)
- .IDV.TW (for individuals).
At the beginning of January you will receive an email with further instructions on how to upload and place your .TW Pre-registrations, along with prices. |

Multilingual Domains - IDN Conversion RACE --> Punycode
As expected for quite some time now, the official registry for the Top-Level-Domains COM and NET (VeriSign) changed the coding for the multilingual Domains last weekend (IDN - Internationalised Domain Names). As this change was done on a very short notice, we too have already changed all of our registered IDNs from the RACE-Process to the Punycode-Process.
E.g. the domain "gerhardschröder.com" was originally registered like "bq--abtwk4timfzgi43dnbzpmzdfoi.com", after changing to the new coding the domain will look like "xn--gerhardschrder-5pb.com".
Through our system you can already register with the new xn-- punycode-process. Domains registered during the testphase of IDNs are now being converted to the new standard. We do not anticipate that any problems will occur during this conversion and all of your domains should still resolve properly.
Important: If you have own nameservers associated with a multilingual domain, then we kindly ask you to modify the coding of this domain on your primary nameserver within the next days.
You would have to change it as follows: "bq--abtwk4timfzgi43dnbzpmzdfoi.mltb.com" is converted to "xn--gerhardschrder-5pb.com"
Please note that the string "mtlb" used during the testphase is no longer necessary.

When doing a WHOIS-Query, please use the new string xn--. As many Registrars will not convert their IDNs immediately or need time to implement this conversion you may find some error-queries in the WHOIS. Key-Systems has already completed this conversion, so that you should receive proper answers from our WHOIS-Server.

dot LA (Los Angeles) has been released to the RRPproxy
Shortly before Christmas Key-Systems has added yet a further ccTLD to the RRPproxy - .LA.
.LA is the country code Top-Level-Domain of Lao People's Democratic Republic and the registry is maintained by Afilias, the official registry for .INFO as the technical contractual partner of LA Names. From a marketing perspective .LA is being promoted as the "world's first and only city to receive its own unique Internet Address; .LA" Los Angeles.

We would like to take this opportunity and thank all of our RSPs for their cooperation and effort in 2003. Key-Systems was able to accomplish many new features and even reach the status of one of the most successful international registrars for .CN Domains. We are aware, that this could not have been reached without our resellers who promoted .CN Domains after they went live in March 2003.
The business division "RRPproxy" is valueable to Key-Systems and we will continue to improve this division and add more ccTLDs. Furthermore as you may have noticed in the past, if we are able to negotiate better prices with the registries, then we will of course pass these price reductions directly on to our resellers. JP the ccTLD from the Land of the Rising Sun now available
Key-Systems GmbH has just recently added .JP the ccTLD (country code
Top-Level-Domain) of Japan to www.RRPProxy.net. As .JP is an unrestricted
domain, it can be registered by any individual or corporation worldwide
within seconds.
The growth of JP Domains in the past has been quite amazing. Until 2000
there was basically no mentionable growth at all, as you were only able to
register third-level domains under co.jp. Unrestricted second-level .JP
Domains were released in May 2001. At that point in time the demand for .JP
began to increase, as .JP domains were no longer restricted. In November
2003 a total of 237,735 Domains had been registered beneath .JP. If you also
include third-level domain registrations (co.JP and or.JP), then a total of
543,000 Domains had been registered.
Anyone can register .JP - local companies, foreign companies, local
individuals, foreign individuals, local interest groups, and foreign
interest groups. The registrant does not need local papers or tax IDs. This
makes .JP a very easy domain to automate and to promote to the worldwide
market.
According to Japanregistry, JP has renewal rates of between 80 and 85%. This
is amazing, especially if you consider that the average renewal rates for
COM and .NET are approx. 45% - 50%.
JP as well as other asian TLDs such as CN (com.cn, net.cn and org.cn) are a
good opportunity for all of our resellers to enter a new market. Furthermore
also keep in mind, that .TW, the ccTLD of Taiwan, will soon be introduced.

Price Reduction for .AT Domains
On December 2nd 2003 the official registry for .AT Domains "NIC.AT"
announced a price reduction for .AT Domain Registrations. Even though Key-Systems just
recently modified the prices for .AT Domains through the RRPproxy we would
nonetheless like to pass this price reduction on to our resellers. The new
prices can be viewed in the respective Appendix.

Dot JP has now been released to the RRPproxy
As of today, you have the possibility of adding .JP to your Domain-Portolio and offer another Asian Top-Level-Domain to your customers.
Important Information:
- The official Registry for .JP Domains is JPNIC at http://jprs.jp/en/
- The WHOIS for .JP Domains is "whois.nic.ad.jp"
- .JP Domains can be registered for 1, 2 and 5 years. We will only allow 1 and 2 year registrations
- .JP Domains-Transfers are permitted by the official registry (manual procedure), but we will not enable this feature at this point in time. The official registry is looking to automate and simplify the transfer process. As soon as they have added an automated procedure you will be informed.

New Features in the RRPproxy - Zone-Information / Registrar Area
We have added a new feature to the RRPproxy, which might be of interest. When logging onto the RRPproxy please proceed to "QUERY LIST - Zones". Here you will find a list of Zones, which you are able to register domains under. Next to the Zone you will now find a link called "TLD Information".
TLD-Information will provide you with all the necessary back-ground information on the respective gTLD or ccTLD, such as min/max. characters, Transfer-Procedures, Dispute-Policies, ...etc.

TW, another ccTLD soon to be added to the RRPproxy
During the last ICANN-Meeting (Internet Corporation for Assigned Names and Numbers) in Tunis from October 27th through October 31st 2003 NeuLevel officially announced their partnership with TWNIC, the official registry for the ccTLD of Taiwan (www.NeuLevel.com.tw). After their successful partnership with CNNIC (the official registry for the ccTLD of China), this is now the second partnership in the Asian market which NeuLevel has entered into.
At this point in time, it is only planned to introduce the Third-Level-Domains .COM.TW (targetted at commercial companies), .ORG.TW (aimed at various organizations) and .IDV.TW (for individuals).
The launch of these Third-Level-Domains is planned for December this year or January 2004. The assignment of the domains will be according to the
first-come-first-served principle. Key-Systems is momentarily in the process of becoming .TW accredited. As there were not many registrars participating in the meetings in Tunis, we assume that the awareness for this new ccTLD is not that high at this point in time, giving us a competitive advantage over our competitors. We therefore recommend you to allow your customers to pre-register their .TW Domains with you, before they place their pre-registrations elsewhere.

.SE IDNs Introduction Date
NIC.SE the official registry for .SE Domains, will most likely begin accepting regular IDN Domain registrations between November 15th 2003 and December 1st 2003.

.PL IDNs and .PL Domain Transfers
Just recently we implemented the functionality of .PL Domain Transfers.
.PL Domain Transfers function exactly the same way as .INFO or .BIZ Transfers, i.e. in order to transfer a .PL Domain you need the respective Authorisation Code, which can be obtained from the current registrar. A .PL Domain Transfer normally takes between 5 and 10 days.
Furthermore you can already register .PL Domains with German Symbols. The official registry for the ccTLD .PL has just recently enabled the
possibility of registering .PL Domains with "Umlauts" (German symbols), such as ä, ö, and/or ü, as well as polish symbols (Please also review http://www.dns.pl/IDN/index_en.html). As one of the first registrars to offer these registrations you can already process your internationalized domain registrations through the RRPproxy. Please note that at this point in time it is only possible to register a multilingual domain beneath the Top-Level-Domain .PL and not the Second-Level (com.pl, net.pl, ...etc.) at this point in time.
Please ensure that you use the "xn-- puny-code encoding". We recommend you to use "LibIDN" (http://www.gnu.org/software/libidn/) to ensure, that your domains are translated properly.

Autorenew Functionality of .TV Domains
As of today at 12:00 CET you will no longer have to renew your .TV Domains manually. The official registry for .TV Domains finally implemented the feature of Autorenewals for .TV Domains, meaning all of your .TV Domain registrations will be autorenewed, as long as they are not deleted beforehand.
Please note that you only have to renew .WS and .CN Domains manually through the RRPproxy, all other domains support the autorenew function.

.AG Domain Transfers through RRPproxy
You can now initiate a .AG Domain Transfer directly through the WebInterface of the RRPproxy. Simply log onto your RRPproxy Account and proceed to "Domain Admin" --> transfer, enter the respective domain name and the necessary Auth.Code.
Please note that the Authorisation Code must also include the contact-id. A possible auth.code could look e.g. like "SRP-12345:secret123". SRP-12345 is the contact-id and "secret123" is the respective auth.code.
Upon successfully transfering your .AG Domains to Key-Systems the domain is automatically renewed for one year.

Internal Transfers of Key-Systems Domains from one reseller to another
Up until now it was only possible to do a domain transfer between Key-Systems RSPs (Registrar-Service-Providers) manually and this had to be done by sending an email to support@rrpproxy.net. More and more "internal transfers" are occuring and as of this we are pleased to announce that we have automated the procedure for internal domain transfers in the RRPproxy.
The transfer procedure for an internal transfer is exactly the same as doing an external transfer. Please review News Nr. 10 under http://registrar.rrpproxy.net for further information.

.NAME as Second-Level-Domain will go live in January
As you may know from various different sources .NAME will be introducing the Second-Level, meaning you will soon be able to register your desired domain e.g. "rrpproxy.name". This week we received
an email from the official registry - Global Name Registry www.gnr.name - announcing that the .NAME Second-Level will go live on January 14th 2004. Please note that there will not be a socalled "landrush phase". The registry will only operate in real-time, meaning that domains will be assigned on a first-come-first-served basis.
For the first time since the introduction of .NAME as a gTLD (generic Top-Level-Domain) last year, you will have the opportunity of registering domains such as "abc.name" or "petersmith.name" starting January 14th 2004. A .NAME Second-Level-Domain will function exactly the same way as .COM, .NET, .ORG, or .INFO.
Furthermore the opening of Second-Level-Domains will have no impact on any existent Third-Level registrations.
We recommend, that you already start accepting pre-registrations for .NAME Second-Level-Domains, as the demand for this new SLD will be quite high.

.INFO Domains with German Symbols
Afilias the official Registry for the Top-Level-Domain .INFO has just recently announced that they will be introducing .INFO Domains with German symbols such as ä, ö or ü towards the end of this year. The reason for this introduction is that many German .INFO domain names are registered with ae (ä), oe (ö) or ue (ü) and the potential for new multilingual domain names is extremely high. The introduction of .INFO IDNs (Internationalized Domain Names) will be processed in real-time, meaning that domains will be registered on a frist-come-first-served basis. Please note: a certain date for the real-time registration of .INFO IDNs has not yet been announced by Afilias.
Furthermore all IDNs which are registered within the first 30 days, will automatically be placed on "LOCKED" status in order to simplify any domain disputes arising during this time. Towards spring 2004, this status will be removed from all domains which are not in dispute.
As a RSP of Key-Systems you can already start accepting pre-registrations for .INFO (German Symbol) Domains. Please ensure that you use the "xn-- puny-code encoding". We recommend you to use "LibIDN" (http://www.gnu.org/software/libidn/) to ensure, that your domains are translated properly.

New ccTLD .PL for Poland is now available (Appendix V.)
Key-Systems has just recently been accredited as a Registrar for .PL Domains. .PL is the ccTLD of Poland and can be registered in real-time.

3.) Contact's Authorisation Password (to be provided by your current .AG registrar)

dot CN Domain Transfers are now available
The transfer functionality between NeuLevel Registrars in now enabled. Please note that this is only possible between NeuLevel Registrars and NOT from Chinese Registrars to NeuLevel Registrars. This will be the second step. Anybody can transfer a .CN Domain. The only restriction which exists, is that the domain name has been registered for a minimum of 60 days.
Process:
1.) The registrant must obtain the applicable code from their Sponsoring (losing) registrar.
Every .CN name has an AUTH-INFO code that was generated by the Sponsoring Registrar at the time of registration. Every registrar is required to provide a copy of the AUTH-INFO code to the domain registrant upon request.
2.) The registrant must provide this AUTH-INFO code to the new (Gaining) Registrar (RSP), who will then initiate a domain transfer request. A transfer cannot be initiated without the AUTH-INFO code.
Every command MUST contain the AUTH-INFO code or the request will fail. The AUTH-INFO code represents apparent authority to the Registry to initiate a transfer.
3.) Upon receipt of a valid transfer request, the Registry automatically asks the Sponsoring (Losing) registrar to approve the request within 5 days.
If the Sponsoring (Losing) registrar does not approve the transfer within 5 days, the registry automatically approves the request. After a successful transfer, we strongly recommend that RSPs change the AUTH-INFO code to avoid future use by the losing registrar.

dot BIZ Redemption Period
On the following link (http://www.neulevel.biz/reports/rgp/) you will find a list of domains, which are momentarily in Redemption grace period. These domains are subject to redemption for 30 days after their deletion date. If the domain is not redeemed, it will enter into a 5 day pending delete period.
Under the link above you will find two documents: 1.) Domains which are momentarily in Redemption Grace Period and 2.) Domains which have passed the Redemption Grace Period and will be deleted after the five day pending delete period.

dot ORG Domain Transfers
ORG Domains which show the correct WHOIS information under http://www.pir.org/whois_search/ must be transfered using a respective Authorisation Code (exactly the same way as .INFO / .BIZ, ...etc.). If you do not see the correct information in the WHOIS and you can only view "SEE SPONSORING REGISTRAR", then the domain transfer is initiated exactly the same way as COM and NET Domains.
The difference is, that a few registrars, such as Key-Systems, have already transitioned to EPP allowing the correct WHOIS information to display and still many other registrars are still working with the old system.

DNS.BE Registrar Symposium
As an accredited DNS.BE Agent we attended the 3rd annual DNS.BE Registrar Symposium in Brussels on June 12th 2003 in order to be able to provide you with news on the development of the BE country code Top-Level-Domain.
Towards the end of the year 2002 DNS.BE had 349 accredited registrars who registered a total of approx. 232.000 .BE Domains. An increase of more than 30% over 2001.The majority of these domains are unlike .DE mainly registered by Companies and Corporations (approx. 80%). The remaining 20% are domains which were registered by private customers.
Dot BE Domain Transfers function the same way as COM / NET & ORG Transfers, meaning the domain name recipient's registrar is the initiator of the transaction and the automatic system sends a request for confirmation to both of the contracting parties. Only if both parties reply in the affirmative is the transaction put into effect. For your information, if everything works fine, then a .BE Domain Transfer could succeed within 12 hours (during working days). .BE Transfers that are not confirmed or denied will be placed on a pending-status for a period of 30 days.
Furthermore some interesting issues:
- Dot BE has approx. 50 domain-deletes each day
- Zonefile-Updates: Currently Zonefiles are updated at 10:00 and 17:00. As of July 1st 2003 Zonefile updates will be at 6:00, 12:00, 17:00 and 23:00
- Transfer execution and deletes will be every 30 min. after the full hour
- After a .BE domain deletion the domain has a grace-period of 40 days, meaning that it can be reactivated during this time, should it have been mistakenly deleted (against charge). After these 40 days graceperiod the domain is then completely deleted from the Zonefile.

New Key-Systems Website "Domains.CN"
Since the introduction of the Third-Level-CN Domains (com.cn, org.cn & net.cn) in December last year and the possibility of registering Second-Level-Domains directly beneath .CN in March this year the demand for these domains has been increasing steadily. Thanks to our Resellers Key-Systems has been able to keep the position of the #1 international registrar for .CN Domains. For this reason we have decided to create an informational website under www.Domains.CN, where you can inform yourself on news regarding CN, as well as general market information related to the CN Domain business and internet users in China.
For your information we work closely with the official registry CNNIC and NeuLevel Inc. to keep this website up to date with new statistics, as well as other information which might be useful for you int he promotion of the .CN DOmain.

The dot .EU Top-Level-Domain
As many of already know, the European Commission has decided to desginate EURid (EUropean Registry for Internet Domains) as the official registry for the new .EU Top-Level-Domain. http://europa.eu.int/eur-lex/en/dat/2003/l_128/l_12820030524en00290030.pdf.
Founding members of EURid are DNS.BE (the official registry of .BE, the ccTLD of Belgium), the Instituto di Informatica e Telematica (the official registry of .IT, the ccTLD of Italy) and NIC-SE (the official registry of .SE, the ccTLD of Sweden). Furthermore associated members are the CZ-NIC (official registry of CZ, the ccTLD of Czech Republic) and Arnes (official registry of SI, the ccTLD of Slovenia). As you can see from the members all are existing registries and will bring their full experience into the new EU Top-Level-Domain.
The model behind EURid will be to accredit registrars who will in return accept registrations for EU residents. EURid themselves will not do any domain registrations themselves. During the start-up of .EU there will be a so-called "SunRise Period", for Trademark holders and the "real-time" introduction, so-called "big-bang". At this point in time there is no information if there will be a so-called "landrush-phase" inbetween the Sunrise and Real-Time. This is however yet to be defined by the European Commission together with EURid.
The geographical location of the EU-Registry is planned to be as follows: The head-office will be in Brussels, Belgium. Additionally there will be two further offices, one in Sweden and one in Italy to satisfy the needs of registrars and registrants in the various different regions.
You as a Registrar-Service-provider can already start accepting .EU Pre-Registrations through your website. As soon as we have more detailed information on our status as registrar and the introduction of the .EU Domains, we plan to enable .EU Pre-Registrations through our RRPproxy-System directly making life more easier for you.
As DNS.BE will most likely use their registration system for the new .EU TLD, Key-Systems GmbH does not expect to experience any difficulties in obtaining the Registrar-Status, as we are already an accredited and operational .BE Agent.

Appendix S. (dot TK) .TK is the official country code Top-Level-Domain for the Island State Tokelau:
Dot TK is a joint venture of the Government of Tokelau, it's communication company Teletok and Taloha, Inc., a privately held company. dot SE Domains (Sweden) Pre-Registration
As many of you already know, the official registry for .SE (NIC.SE) has liberalized their registration guidelines, allowing not only companies and organisations to register .SE Domains, but also individuals. Furthermore you also have the possibility of registering more than one domain.
NIC.SE will offer a so-called "landrush" phase for any .SE Pre-Registrations between April 2nd and April 9th 2003. Key-Systems will close all pre-registrations on April 4th 2003 (12:00 CET) and generate a batch-file which will be sent to NIC-SE before April 9th 2003.

Redemption Period on COM & NET Domains
In the past months numerous registrars have experienced many difficulties and complaints relating to deletion of domain registrations. Businesses and consumers are losing the rights to their domain names through registration deletiond caused by mistake, inadvertence, or fraud.
In order to avoid this, ICANN decided to implement the so-called "Redemption Period" (for all gTLDs):
- Any "delete" of a domain name (whether inside or outside of any applicable grace period) will result in a 30-day Deleted Name Redemption Grace Period. This grace period will allow the domain name registrant, registrar, and/or registry time to detect and correct any mistaken deletions.
- During this 30-day period, the deleted name will be placed on REDEMPTIONPERIOD, which will cause the name to be removed from the zone. (The domain name therefore will not function/resolve.) This feature will help ensure notice to the registrant that the name is subject to deletion at the end of the Redemption Grace Period, even if the contact data the registrar has for the registrant is no longer accurate.
- During the Redemption Grace Period, registrants could redeem their registrations through registrars. Registrars would be able to redeem the name in the registry for the original registrant by paying renewal fees, plus a service charge, to the registry operator. Any party requesting redemption would be required to prove its identity as the original registrant of the name as well as a brief statement as to why the domain had been deleted.
- Registries are currently implementing procedures allowing for rapid restoration of resolution (within one day).
- The proposed Redemption Grace Period would apply to all unsponsored TLDs (currently .biz, .com, .info, .name, .net and .org.)

Key-Systems will be applying to become an accredited Registrar for the following ccTLDs this week:
- .SE (Sweden). Sweden will liberalize their registration policies in April 2003
- .NL (Netherlands). As soon as we have become accredited and have fullfilled the technical requirements we will pass these registration possibilities on to our RSPs.
- .DJ Domains. The official registry of .DJ (Dot DJ Corporation) has finally solved various small difficulties with the DNS of .FJ Domains and therefore Key-Systems will soon be able to offer this ccTLD to all RSPs

IDN - Multilingual Domain Names (COM and NET Domains)
During the last couple of months the topic of IDN (internationalized Domain Names) has become more and more interesting. IDNs are domain names or Web addresses, represented by local language characters. The local language domain name is followed by .com or .net. IDNs are available in more than 39 scripts so registrants can register names in more than 350 languages. From Korean to Greek, Russian to Chinese, domain names are now truly global. VeriSign Global Registry Services provides the possibility to registrars to register IDNs. Key-Systems GmbH would like to pass this opportunity on to our Registrar-Service-Providers.
How do IDNs function:
Starting January IDNs will resolve via the new i-NAV plug-in. How do you get the i-NAV plug-in? Automatically, as soon as you enter an IDN. This system called the "Web-based navigation system" will debut January 2003. The i-NAV plug-in can also be found at:

There you will find detailed information as well as a short demo. Nonetheless your customer has the option of either installing the i-NAV Plug-In or he can view the respective website through the ACE (ASCII-compatible encoding).
