We have just launched the South American ccTLD .PE - Key-Systems is the first accredited registrar worldwide for .PE using EPP!
Please note: Unlike we announced, the ccTLD .PE is billed in USD.
.PE is the official domain extension of the Republic of Peru, a country situated at the west coast of South America. This country is 1.28 million square kilometers in size; its coastline has a length of over 3,000 kilometers. The capital is Lima, which is also the largest city. The official language is Spanish.

News from .NL: SIDN simplifies registration process |
The SIDN registry simplifies the registration process for NL, the Dutch ccTLD. From now on it is no longer mandatory to send us the registration contract per fax in order to register .NL domain names.
Nevertheless, on request of SIDN the contract must be handed in within the period of one week. Otherwise SIDN reserves the right to delete the domain.

IT: no confirmation by fax required when using trustee service |
Since May 1, 2009 we are offering a local presence / trustee service for .IT domains.
In this context, it is important to know that if using the trustee service, no form/registration contract need to be sent by fax - this is all managed by our trustee partner. The .IT domain is held in trust by the trustee partner.

Effective from June 2, 2009, we will also offer the actions "trade" (change of registrant / owner change) and "transfer" for .FR domains. It is possible to use the Key-Systems' local presence service / Trustee via the parameter X-FR-ACCEPT-TRUSTEE-TAC.
Please use the command TransferDomain for transfers. The following details are required: Auth-Code, new Admin Contact, new Tech Contact.
Please use the command TradeDomain for trades. The following details are required: domain, Owner Handle (new owner), Admin Contact and Tech Contact. Local presence service: Trustee - yes/no? - if no Trustee is needed, additional settings are required depending on the owner type.
Note: the Tech Contact must not be identical with the Owner Contact.

Default entry for .TEL domains without content |
Please note: To ensure that registered .TEL domains meet the requirements of the "Acceptable Use Policy", we will assign the following standard entry "yourdomainname.tel" to all .TEL domains without any contact information. We refer to item 4.1. (c) of the AUP (http://www.telnic.org/downloads/AUP.pdf).
This approach is recommended by the .TEL Registry in order to avoid a deletion of inactive domains due to lack of content.

With immediate effect, we offer you the opportunity to change the .TEL access data (user name and password for the. TEL control panel - live.telhoster.info) by using the command ModifyDomain. The data will be changed in realtime.
Both user name and password must consist of 6 to 32 characters and begin with a letter.

Reopening of .MX - Grandfathering applications |
.MX will be reopened for registration again which will allow having shorter and more attractive domain names related directly with Mexico. As from now, Key-Systems is collecting applications for the .MX Grandfathering period (May 1 to July 31, 2009).
In order to apply for the registration of a domain name directly under .MX, it is necessary that you are the holder of an Origin Domain Name. In this case an Origin Domain Name is a third level domain name under one of the hitherto available .MX classifications - .com.mx, .org.mx, .gob.mx, .edu.mx, .net.mx - which was registered before March 1, 2009.
The application for the Grandfathering period must be sent through the registrar that manages the Origin Domain Name and shall be exactly the same name than the Origin Domain Name. If more than one application is received for the same domain name, the domain name directly under .MX will be assigned to the registrant that corresponds to the oldest Origin Domain Name.
Please hand in your Grandfather application by using the command like in the following example:

New local presence service: "Trustee" for .IT domains |
As of May 1, 2009 we offer a new local presence service: our .IT trustee.
According to the policies of the Italian registry, only individual and juristic persons residing in or belonging to an .EU Member State can register domain names under the ccTLD ".IT". With our new Trustee service, all registrants outside of Europe who can not provide a valid address in an EU member state themselves can now register .IT domains. How to set up your .TEL |
.TEL is the first Internet phone book - without any website knowledge. But a registered .TEL domain will not resolve in the global DNS unless you have added at least one contact information to the domain in the default profile. You can manage your .TEL domain name via the .TEL control panel, which you can find under this URL: https://live.telhoster.info
The login data for the .TEL control panel will be shown in the domain data of the respective .TEL domain name (StatusDomain). Use the TEL-USERNAME and TEL-PASSWORD to log into the .TEL control panel.
The login data is not added in realtime to the .TEL domain - it can take up to two hours until the properties TEL-USERNAME and TEL-PASSWORD are available.
BE AWARE: Once you / your customer have changed the account password within the .TEL control panel, the originally given password is not valid anymore.
You will find an user guide in the .TEL control panel that explains how you store, change, update and publish contact information under your .TEL. Learn how easy it is!
Domain name registrants that are Natural Persons will be given the option starting in Go Live period to elect whether or not their personal information is disclosed by the WHOIS service. You can set the optional parameter X-TEL-PUBLISH-WHOIS = 1 | 0 in AddDomain or ModifyDomain. The default value of "1" will activate your WHOIS information. If you set the parameter to "0", your personal information will not be disclosed by the WHOIS service.

Changes in Add Grace Period for gTLDs - no refund for deletions |
The new Add Grace Period Limits Policy that was announced by ICANN in December 2008 will be implemented by the registries (operators) to the full extent at different times.
Because of the new limitations under the AGP Limits Policy we are unfortunately no longer able to grant refunds for domain deletions during the Add Grace Period for the concerning gTLDs beginning with the respective date quoted in the timetable below. In other words: If domain names are deleted in the AGP the full registration fee will be charged. In case of fraud registrations exemptions are granted. In that case please contact our support team.

New TLD: launch of .HT on April 1, 2009 |
On April 1, 2009 we will launch a new Caribbean TLD - .HT which is the ccTLD of the Republic of Haiti. We will also offer ORG.HT / COM.HT / NET.HT / INFO.HT / ADULT.HT .
Along with the Dominican Republic, Haiti occupies the Caribbean Island of Hispaniola (Greater Antilles). The capital is Port-au-Prince, the population speaks Haitian Creole and French.

.NAME: Changes in email forwarding |
Due to restructuring at the registry for .NAME, we are able to offer email forwarding only separately from the registration of .NAME third level domains starting from Friday, March 27, 2009. Of course, you can still order a .NAME third level domain as well as a .NAME third level email forwarding - but not at an all-inclusive price as before. You can order your third level domain name as usual via the command AddDomain. The parameter X-NAME-NOEMAIL will be omitted in future.
Additionally, in order to meet the requirements we have introduced the pseudo-TLD "nameemail", so you can also order the email forwarding via the command AddDomain as shown below.

Key-Systems with new EPP gateway |
We are working on a completely new EPP gateway. We will further improve our leading position in the development of registrar / registry EPP technologies. Therefore, we would like to invite you to test our latest EPP developments. In order to simplify the evaluation of our EPP system we have implemented a web form which supports the EPP standard 1.0 and the RCC 1.1 namespace.

Modifications of .SE domains |
As of March 9, 2009 the .SE registry switched to EPP (Extensible Provisioning Protocol) for accredited registrars. Using the EPP protocol gives us the possibility to enhance the automation level and reduce the respond times for commands (transactions).

New: web-forwarding |
We are now providing a new function: web-forwarding. You can forward a web address (source address) to another web address (target address). If this source address is typed in the browser, the user is automatically forwarded to the target URL. In order to use this function you must use the RRPproxy name servers. The required "IN A" ressource record will be configured automatically. The web-forwarding can be set up via API as well as via webinterface.

.COM.MX Promotion at short notice |
.COM.MX is now available with immediate effect at a very favourable rate - only in February!
The promotion is very interesting as NIC Mexico has announced the opening of domain name registration directly under the .MX TLD. During the upcoming Grandfathering period (Pre-Registration Period) applications for registering domain names directly under .MX, can only be submitted from current domain name holders under any of the classifications (e.g. .COM.MX).
During the Grandfathering period (May 1 to July 31, 2009) all customers who register domain names under one of the available .MX classifications before March 1, 2009 - and have also paid before this date - will have the favoured option to register the exact same name directly under .MX. If more than one application is received for the same domain name, priority will be given to the application corresponding to the domain name with greater seniority, that is, the domain name with the oldest creation date

.MOBI - changes to the Addendum to Registrant Agreement |
DotMobi, the .MOBI registry has amended the Addendum to Registrant Agreement in connection with registry policy regarding Premium Name Compliance, pursuant to section 3.8 of the Registry/Registrar Agreement.
The amendments will allow dotMobi to better enforce, if necessary, its Premium Name Agreement which was executed directly with auction participants for specific Premium Names. You can read more about their Premium Name Compliance Programme at: http://mtld.mobi/node/1135.

Changes in Add Grace Period: New ICANN policy update |
ICANN has adopted the AGP Limits Policy, following completion of a GNSO policy development process on domain tasting. The adopted policy prohibits registry operators from offering refunds to ICANN-accredited registrars for domain names deleted during the Add Grace Period (AGP) that exceed specific thresholds defined by the policy unless an exemption has been granted by an operator.
Because of these new limitations we will have to implement changes for all gTLDs.

Domain name abuses (including phishing, malware and spam distribution) result in financial damage, identity theft and an erosion of trust in the internet by users. To address the problems caused by criminals who victimize the public and misuse internet domain names, .ORG implements a new PIR Domain Anti-Abuse Policy. The policy is effective from February 5, 2009.

The policy will help registrants whose domain names have been compromised and used inappropriately. It will save the registrant from fraudulent credit card charges and other criminal behavior that potentially harms the business.

.SE: registry change in business model |
The Swedish Foundation for Internet Infrastructure (.SE), who administrates the domain name registry under the top level domain .SE, has introduced a new business model starting 2009 that leads to a couple of changes in the process of domain registration and management.
Previously, a holder of a Swedish domain name was a direct customer to .SE, using listed registrars for the registration services and certain additional services. With the new business model, all domain owners will instead be direct customers of a .SE accredited registrar. This also requires that the registrar confirms that every registrant has agreed to a valid contract with the registrar. Unfortunately, the new .SE business model does not specifically take into account the reseller system at this time.
In effect, all current and future .SE domain owners must not only agree to a contract with the reseller, but also to a contract with Key-Systems GmbH. All domain names for which no confirmation of a valid contract is received by March 2, 2009 will remain under direct management of the .SE registry and can no longer be managed through Key-Systems GmbH.
The REGISTRAR - DOMAIN OWNER AGREEMENT have to be transmitted to all existing .SE registrants and the agreement has to be implemented as required part of the ordering process for .SE domains.

.BE: changes in terms and conditions |
The Belgian registry DNS BE has prepared a new version (4.2) of the terms and conditions of domain name registrations under the .BE domain that will come into effect on February 15, 2009.
The new version can be downloaded here.
As the new version of the terms and conditions contains a number of important changes like the total reimbursement by DNS BE of the costs for the procedure of the alternative dispute resolution (ADR) to the complainant if he wins the procedure. The other modifications are rather of a legal and technical nature and do not affect the content.
Taking into account the legal impact of the modifications, DNS BE has required all .BE domain name holders need to be informed by e-mail of the existence of the new terms and conditions. This means that resellers will have to inform your customers / .BE domain name holders directly about the new terms and conditions before the end of the current month.

New: .DE domain transfers with AUTHINFO |
Starting this month, DENIC, the central registry for .DE, will provide a new procedure to domain owners who want to change their registrar. The central feature of this new procedure is the transmission of a password, the so-called AUTHINFO code. The advantage of the AUTHINFO procedure is that the communication channels are reduced to a minimum, which makes the procedure easier, quicker and even a little more secure than the
asynchronous procedure used to date.
We will support the new method using the AUTH-Code starting from January 1, 2009. This procedure will be available simultaneously to the current domain transfer action using an authentication by fax. We will provide you with a new RRPproxy command for transfers, that enables you to generate and enter the appropriate AUTH-Codes.

Problems with .AT registry - Lacking or failure email contacts We would kindly like to remind you of the following issue.
The .AT registry contacted us in respect to registrants e-mail contacts.
In some cases, the "real" personal e-mail address which is part of the
registration policy is not accurately given, for example it is invalid
or even lacking in the registrant's contacts.
The registry made unmistakably clear that in case the according handles
are not updated at short notice, they would contact the registrants
directly. The involved costs for regular post and handling would be charged
to Key-Systems.
As we can not afford to bear these costs, we would have to pass them
on to you.
In order to avoid such consequences, please make sure that you or your
customers always provide a working, personal e-mail address when
registering an .AT domain name.
For possible old cases, we kindly ask you to contact the current
registrant accordingly. According to NIC.AT's policy it is not
sufficient to simply modify the existing handle but required to create
an all new handle with the registrants current e-mail address.
Our support will of course assist you with this issue as far as possible.

Changes in .CZ policies |
Updated registration rules for .CZ As of September 30, 2008, an updated set of Registration Rules will be
in effect for .CZ domain names. While most changes are merely cosmetic
or clarifying in nature, two important changes have been implemented.
As the .CZ registry will introduce DNSSEC, the rules have been updated
and expanded to allow for this implementation. Registrants are now
obliged to prevent creating duplicate records of contact data with the
registry. Where duplicate records exist, these may be merged by the registry, if it is
deemed necessary.

PIR, the registry for .ORG, will increase their price in November As we already announced before, PIR, the registry for .ORG, will
increase their price on November 9, 2008.
Always closely calculating our prices, we are unfortunately forced to

However, after thoughtful consideration, we will not pass on the full
increase to our resellers but only a certain percentage.
